Maybe you can just use a wiki page. The menu will be in the left column, as in your table. You can make a customized menu instead of the default Tiki menu, and have only the links you need. Make the wiki section the "home" section of your site, and use modules and plugins in the wiki page to add news articles and other information. Does this help?

You can use a specific home page for the registered - like this as soon as you log in you can to this page (admin-> groups -> registered)

You can have different modules for registered and anonymous (admin -> modules and don't forget to set modukes not seen for all groups in admin -> general)
