I am new to tiki wiki but when my users create a wiki page and others comment on it no one can see the comments but the admin.

I have the global permissions set to can view comments for the group that the users are in. I do not have the admin needing to approve the comments. I also tried giving all users all permissions to the wiki page and still nothing. Can any body help me? or point me in the right direction
