    tiki website make it possible to download ready profiles.

    So I downloaded one.

    I can't find how to install it without using tiki repository.

    Since tiki is open source its components should be available openly. imho.
    in short, it seems it is
    but you can't use them without connecting them.
    Real problem is my dev environment. it is closed to outside. can't connect anywhere.

    Aha! Got it. thanks for the clarification. I do believe you can do what you want, but it's over my head. I think a key word to search for would be YAML, that may steer you in the right direction, Tiki Profiles and YAML.
