Perhaps something in the movies tikiwiki.org/tiki-listmovies.php
The admin login has all the perms. Is it you problem thaht the admin user has not all ther perm?
Did you understand the perms inheritance . Whan a group includes another one, the perms of the last one are included automatically for the first one?
Otherwise on the page admin group ...
Just near filter : select "All" and the group you want and you will see all the perms (the admin login is not in the group as he has all the perms. Then check the perm you want to it give to the group
