I am not sure what you mean.

However, if you give tiki_p_create_file_galleries permission to a group, they can create their own file galleries.

Make sure to also give other related permissions to your group, such as: tiki_p_view_file_gallery, tiki_p_download_files

go here: tiki-assignpermission.php?group=Registered to assign this permission to the Registered group.
