The syntax of the include_path is a series of dirs, delimited by a colon ':'. The 5th is '.' (current directory) and is where the setup_smarty.php file should be. So the same folder that has setup_smarty.php should have tiki-setup_base.php . The file is not and should not be in the /usr/local/lib/php folder.
