If you set a specific permission per-page, it will override the site-wide permissions.
For example, even if you grant all permission to the Registered group, it you set a specific permission on a particular page (for example, tiki_p_view to Anonymous), it will override the group permission and the Registered group will not have permission to edit the page.
Did you set page-specific permissions?
