The file uses Apaches rewrite mod. For example, requests to ../blog1 will automatically be directed to ../tiki-view_blog.php?blogId=1.
You can have only a single .htaccess file in each directory. The Tiki installer includes a _htaccess file (named with a _ instead of . since some servers do not support this). Simply rename this file to .htaccess.
