I read long ago somewhere (bad memory) something about that the permissions on the first page of the structure might influence the other pages in that structure.
I would suggest you to try playing with the permissions in the first page of that structure.
And check your category permissions (in case those pages are also categorized together, etc.)

As far as I remember, pages about permissions in structures at the Documentation need to be improved...
