Confusing isn't it - the Attachment field (type=A) is an old one, which along with the Image one, have been finally deprecated in Tiki 14 (should have been done long ago) and should no longer be used.
It sounds like the one you're using the best one - actually called "Files" (type=FG) which allows you to attach files from file galleries to tracker items.
You need to enable an extra preference (sadly) called fgal_tracker_existing_search which can be found on the filegals admin panel (labelled "Allow searching for existing files in the tracker files field")
